Validated the National Plan for the implementation of the 2030 Agenda in Catalonia
The Interdepartmental Commission for the 2030 Agenda of the Generalitat, chaired by the regional minister Alfred Bosch and co-chaired by the regional minister Damià Calvet, has validated on Tuesday the text of the National Plan to implement the 2030 Agenda in Catalonia. The plan includes more than 900 commitments of the Catalan government to achieve the 17 UN Sustainable Development Goals by 2030. The document has a double dimension: internal, with commitments to reach within the territory (88% of the total), and abroad, with commitments from Catalonia towards the international community (12% of the total).
All the departments of the Generalitat have actively participated in the definition of the plan, reflecting the transversality of the SDGs. In this sense, the regional Minister of Territory and Sustainability, Damià Calvet, explained that from his department he contributes to make real the objectives that have an urban, territorial or environmental dimension. Calvet stressed that the National Plan for the 2030 Agenda will be linked to the Urban Agenda of Catalonia, “the instrument that should allow us to plan and manage more sustainable urban environments.” He also added that “the declaration of the climatic emergency makes us accelerate some actions focused on the energy transition, renewable energies, the decarbonisation of mobility and the circular economy”.
The Plan has great potential to guarantee the coherence of public policies. It links the SDGs of the 2030 Agenda with the current planning and regulations, the Government Plan and the departmental plans. In addition, it is an instrument of organisational improvement: it allows establishing programmatic objectives, coordinating actions, advancing the coherence of actions, establishing indicators and evaluating compliance with commitments. The Ministry for Foreign Action, Institutional Relations and Transparency, the CADS and the IDESCAT are working on the incorporation of an integrated system of indicators on SDGs to the official statistics of Catalonia, which will enable the monitoring and evaluation of the degree of compliance with the SDGs taking as reference the indicators published by Eurostat.
To ensure that the 2030 Agenda is applied at all levels, an alliance of public and private actors that contribute to the achievement of the SDGs through concrete commitments is also being promoted. Therefore, the Catalan govenrment is working with civil society organisations and the local entities to write the text of the National Agreement for the 2030 Agenda, which is scheduled for the autumn. The entities that sign the National Agreement will become part of the Catalonia 2030 Alliance.
