Practical guide on how to address SDGs from the local governments

The Basque Network of Municipalities towards Sustainability "Udalsarea 2030" has developed a guide for localising SDGs at the local level and preparing Local 2030 Agendas.

The guide provides the guidelines needed for each municipality to develop its own Local 2030 Agenda by localising the Sustainable Development Goals (SDG) in its particular context. The publication is structured in a 5-step methodology to develop a Local 2030 Agenda.

  1. State of Affairs. Diagnosis of the actions being carried out by the local entity and its contribution to the achievement of the SDGs.
  2. Knowing the SDGs and the 2030 Agenda from the local perspective. A task has been carried out to identify which of the 169 goals defined in the 2030 Agenda refer to municipalities and the local world, identifying 80 of them, as well as work themes.
  3. Formulate the strategy of the Local 2030 Agenda by defining visions, goals/objectives and a Scorecard for monitoring.
  4. Prepare the 2030 Agenda Action Plan. Define a three-level action plan that includes strategic lines, action programs, actions and a municipal sustainable development indicators system.
  5. Measure the contribution of Euskadi’s municipalities towards the SDGs. The working group has identified a set of 110 indicators, based on a system of indicators already available to local authorities in Euskadi, which has allowed the measurement of this contribution to the 2030 Agenda, and has also defined a group of 32 strategic indicators that make up the Scorecard of the second section.

The Udalsarea 2030 network already published in 2018 a report on the contribution of "the Basque Network of Municipalities towards Sustainability in the Sustainable Development Goals" that allows municipalities to have a starting point regarding the state of affairs for each of the SDGs and collects the contribution of these municipalities to the achievement of the global 2030 Agenda.
