Objetive:

Evaluate the impact of actions to promote active transport (walking and cycling) on motorised traffic congestion.

Methodology:

The methodology consists of a multimodal definition of congestion, which is put into practice using three key performance indicators.

These indicators can be used for analysis at junction, segment or network level, and can be calculated for each mode of transport separately.

The application of the indicators follows the principle “move people, not vehicles”.

In a later step, the indicators are aggregated to create a single index for the performance of the multimodal transport network.

Opportunities and limitations:

The tool allows technicians to address the complex interaction of modes of transport in the same space and anticipate the effects (foreseen and unforeseen) of certain actions.

The guide presents calculation formulas for various indicators, desirable thresholds and theoretical examples of design and functionality.

The nature of the tool is technical and focused on professionals in the sectors of mobility management and urban design.
